Vice President, Human Resources and Administration
George Lino is an accomplished health and human services industry executive with over 20 years of experience driving performance management of human capital. As Volunteers of America Chesapeake and Carolina’s Vice President, Human Resources and Administration, in partnership with the both senior and executive leadership teams, George creates and executes on leading-edge best practice solutions and programs in support of the organizations mission and goals.
Prior to this current role, since 2018, George held a number of increasingly responsible roles in Human Resources leadership for organizations that provide care to persons in need and budgets that were from 10 to 50 million in scope. His most recent role was as the Chief Human Resources Officer with START Treatment and Recovery Center in New York City, a Medicaid assisted treatment program servicing individual with co-occurring disorders in substance use and mental health.
As a strategist and accessible leader, George understands the need for complementary leading edge technology and employee centered human resources and professional development to increase employee performance, ensure employee engagement programs are effective and champion a comprehensive Diversity, Equity and Inclusion culture. His focus is to ensure that all aspects of the employee experience, from on-boarding to off-boarding, provides quality employee centered care for every staff member. He accomplishes this through leadership and collaboration of his teams, Human Resources, Information Technology and Organizational Excellence, to align objectives for VOACC continued growth and sustainability.
In two years, George has impacted VOACC by ensuring the turnover rates have decreased, revamped our health insurance for all employee access, led the coordination and accomplishment of the CARF Accreditation for three years and implemented a new Human Capital System Paycom, which minimized service distribution during the urgent COVID pandemic.
Raised in New York City (the Bronx) George is a native New Yorker with both Black and Hispanic heritage/legacy from Central America Honduras and the first in his family to graduate college with a Masters in Organizational Leadership, Bachelors in Organizational Management and certified as a Senior Professional in Human Resources.
George is currently the Vice Chair of the Board of Directors and Governance Chair, for a grassroots non-profit in New York City, called Children of Promise, NYC. In addition, Chairs the Human Resources Group for the HR Affiliate Network, the NVIDD HR Coalition Group, the DC IDD Coalition HR Group, a champion for VOACC Affiliates for the National Office, DEI Learning Collaborative and serves as the VOACC affiliate Board of Directors, DEI Task Force, staff liaison for the internal VOACC DEI Committee in collaboration with Senior Leadership.
With his Christian devotion, George is a servant leader and a commissioned minister of VOACC. He serves all staff and persons-served of Volunteers of America Chesapeake and Carolina’s with personal belief of serving those who care for others.
